The problem

Field operations produce mandated records. A patient care report. A fire incident report. A mine workplace examination. In every case the signal exists at the vehicle, and the record is reconstructed hours later by the person who was there.
Everything downstream of the vehicle has already been shaped. Telemetry registers that a value changed; it never says what happened. The subjective context — what the crew said, what the scene looked like — is discarded before anything reasons over it.
Networks drop. Denied, disrupted, intermittent and limited is the normal operating condition, not the exception. When backhaul fails, cloud-dependent inference does not degrade. It stops.
